Batman: Year One, by Frank Miller, 144 pages
All I know of Batman is from the movies. This single book is a good introduction to Batman and Gotham City, in general. The story traces Commissioner Gordon's arrival and how he dealt with the corrupt police department, along with Bruce Wayne's return from Europe and his decision to become a masked crime-fighter. There are several other especially nice touches- Bruce Wayne unknowingly meets Selina Kyle and provides the idea of Catwoman to her, and Harvey Dent is seen as an earnest young district attorney. Not alot of previous knowledge is really required to like this and appreciate the storytelling.
