Here's the premise: the cities are full of super-heroes, more than we ever foresaw, and when they get out of hand, who can reel them in? How about a police force comprised of superheroes? This superhero-comic book reads like any typical police procedural tv show- except there is flying, mind-reading, and dogs with humanoid exoskeletons. I really enjoyed it.
